pttThe Deputy Prime Minister Truong Vinh Trong came to Hai Phong to inspect the implementation of the Hanoi – Hai Phong Expressway Project in the afternoon of 19 January 2010.

The Hanoi – Hai Phong Expressway Project was commenced on 19 May 2008 at the order of the Deputy Prime Minister Truong Vinh Trong. This is one of the national key Works, which is designed in accordance with the standards of type A expressway. The design speed is 120km per hour. Average cross section is 100m, with 6-lane roadway of 33m, 02 emergency lanes, median strip, greenery strips on the two sides and frontage road in the required sections. The Expressway is also equipped with intelligent traffic control system and automatic, close toll collection system.

Given the attentions and instructions by the Government, the Prime Minister, the various Ministries, the local authorities and Vietnam Development Bank, Vietnam Infrastructure Development and Finance Investment Joint Stock Company (VIDIFI) together with the local authorities and the contractors have promptly carried out the projects along the route.

To date, the design and design appraisal of the main civil work packages have been completed by the Detailed Design Consultant and Appraisal Consultant respectively in accordance with the international standards, meeting the required quality. The design is highly appreciated by the international Contractors and leading specialists of Vietnam in respect of its quality and standards. 06 out of 10 civil work packages have been approved and their cost estimates have been appraised; the cost estimates for the remaining packages are under appraisal by the Institute of Construction Economics – the Ministry of Construction.

On average, approximately 85% of land under the Project has been acquired (in which the agricultural land has been substantially acquired by the Cities and Provinces where the Project goes through); the uncleared land is mainly inclusive of residential land, cemetery land and technical infrastructure facilities (power lines, petrol pipeline, etc).

Despite the prompt execution by the Contractors, the progress is in delay as against the required schedule due to several difficulties in land acquisition, obstructions by the localities in respect of the truck load and transportation time; in some locations, the trucks are prohibited to transport materials through the local roads.

The Deputy Prime Minister Truong Vinh Trong appreciates the efforts of VIDIFI and the contractors. In addition, he requests the leaders of Hai Phong city to give instructions to settle the difficulties and ensure the land acquisition under the Project, especially hand-over of the land near residential areas to enable the Project to be completed and put into operation as scheduled ( by the end of 2010).
