1. Location: - Ending point: Dinh Vu dam, Hai An district, Hai Phong city. 2. Design scale and elements: - The expressway is designed in conformity to expressway Class A standards with the total length of about 105.5km; 7 separate interchanges at intersections with national highways; 17 large bridges, 24 medium bridges, 22 flyovers. (the total length of the bridges is estimated 14km long) - Design speed: 120km/h - The average width of the cross section is 100m, in which the formation width is 33m with 6 travel lanes, 2 emergency lanes, the median strip, greenery strips on both sides of the road and feeder roads where necessary. - An intelligent traffic control system and modern, closed toll collection system; a comprehensive system of traffic safety facilities is designed and put in place. - Service areas (service stations, petrol stations, mechanical stations, motels, restaurants …) will be situated at highway connections as well as other convenient areas. 3. Total investment cost and sources of funds for the Project - The sources of the necessary fund are generated from VIDIFI’s contribution, the Vietnam Development Bank and the Bank for Foreign Trade of Vietnam lendings, as well as from other sources.
4. Organization of the Project implementation - Vietnam Infrastructure Development and Finance Investment Joint Stock Company is the Project owner. - Form of investment: Buil – Operate – Transfer (BOT ). The Project owner will carry out the toll collection within about 35 years - The expressway management, design, supervision and construction are carried out by international consultants and contractors. 5. Forms of cooperation: - Provide financial aid (the assistant has the right to introduce their preferred construction firm) - Provide construction services to the construction packages.
